Businesses in Uzbekistan are entered in the state register of business entities kept by the Oʻzbekiston Respublikasi Adliya vazirligi (Ministry of Justice of the Republic of Uzbekistan), with registration carried out by the Davlat xizmatlari markazlari (Centres of State Services) and, in practice, almost entirely online. Filings are made through the business-registration module of the single portal of interactive state services at birdarcha.uz, and registered data on any legal entity can be looked up free of charge by taxpayer identification number through the portal at my.gov.uz.
The company registry in Uzbekistan
The procedure is set by the Постановление Кабинета Министров Республики Узбекистан № 66 от 9 февраля 2017 года (Resolution of the Cabinet of Ministers No. 66 of 9 February 2017), adopted to implement Presidential Resolution No. PP-2646 of 28 October 2016, which established the Centres of State Services as the registering bodies and moved registration onto an automated system. Registration is performed in real time and in no more than 30 minutes for most entities; re-registration involving an increase of charter capital or a transfer of shares takes up to 16 working hours, with an accelerated two-hour option.
The document confirming registration is an electronic Свидетельство о государственной регистрации / Davlat roʻyxatidan oʻtkazilganlik toʻgʻrisidagi guvohnoma (Certificate of State Registration), issued in the established form with the entity’s identification numbers, a digital signature and a QR code for verification. There is no paper register book: the record is the electronic entry.
Uzbekistan uses one registration system for both incorporated and unincorporated business. Entities without the status of a legal person — the yakka tartibdagi tadbirkor (individual entrepreneur), the family business and agricultural holdings — and entities with legal personality, such as limited liability companies, joint-stock companies, private enterprises and cooperatives, are registered through the same portal and appear in the same state register. Representative offices and branches of foreign legal entities are accredited and registered separately under their own rules.
The legal foundation for the forms themselves was reworked recently. The Гражданский кодекс Республики Узбекистан (Civil Code of the Republic of Uzbekistan) was amended by Law No. ZRU-1025 of 7 February 2025, in force from 8 May 2025. Article 40 in its current wording provides that a commercial organisation may be created in the form of a business partnership or company, a production cooperative, or another form provided for by legislative acts; and article 58 in its current wording provides that business partnerships and companies may be created as a general partnership, a limited (commandite) partnership, a limited liability company or a joint-stock company. The company with additional liability, which earlier editions of the Code listed, no longer appears among them.
Legal forms that can be registered in Uzbekistan
- Mas'uliyati cheklangan jamiyat, MChJ / Общество с ограниченной ответственностью, ООО (Limited Liability Company) — the dominant form; charter fund divided into participation shares, participants liable only to the extent of their contributions, governed additionally by the Law on Limited Liability Companies.
- Aksiyadorlik jamiyati, AJ / Акционерное общество, АО (Joint-Stock Company) — charter capital divided into shares; shareholders bear the risk of loss up to the value of their shares. Governed by the Law on Joint-Stock Companies and the Protection of Shareholders’ Rights.
- Toʻliq shirkat / Полное товарищество (General Partnership) — participants conduct business in the name of the partnership and answer for its obligations with all their property.
- Kommandit shirkat / Коммандитное товарищество (Limited Partnership) — combines full partners liable with all their property and contributors liable only up to their contributions.
- Ishlab chiqarish kooperativi / Производственный кооператив (Production Cooperative) — a membership-based commercial organisation founded on the personal labour participation of its members.
- Xususiy korxona / Частное предприятие (Private Enterprise) — a distinctively Uzbek form: a commercial organisation created and managed by a single natural person as owner, holding separate property of its own. It is governed by the Law on Private Enterprise of 11 December 2003, which remains in force and was itself amended in July 2026.
- Oilaviy korxona / Семейное предприятие (Family Enterprise) — a business run jointly by members of one family under the Law on Family Entrepreneurship.
- Fermer xoʻjaligi / Фермерское хозяйство (Farming Enterprise) — the commercial agricultural producer working leased farmland, governed by the Law on Farming Enterprises.
- Dehqon xoʻjaligi / Дехканское хозяйство (Dehkan Holding) — the small family agricultural holding, which may be established with or without the status of a legal person.
- Yakka tartibdagi tadbirkor / Индивидуальный предприниматель (Individual Entrepreneur) — a natural person registered to trade without forming a legal entity, with personal liability.
- Xorijiy yuridik shaxsning filiali va vakolatxonasi / Филиал и представительство иностранного юридического лица (Branch and representative office of a foreign legal entity) — not separate legal persons; they are accredited and recorded separately.
- Некоммерческие организации (Non-commercial organisations) — public associations, public funds, owner-financed institutions and other forms permitted by law; registered by the Ministry of Justice under separate procedures.
Information available from the Uzbek registry
The core public service is Ознакомление с учетными данными юридических лиц (Access to the record data of legal entities), provided jointly by the Ministry of Justice and the Tax Committee of the Republic of Uzbekistan on the single portal of interactive state services. It is free of charge, requires no documents, returns results automatically, and is queried by the entity’s ИНН / STIR (taxpayer identification number). It is one of the most heavily used services on the portal, with millions of queries recorded.
Through that route a user can confirm the registered name of the entity, its identification numbers, its organisational-legal form, its address and its registration status. The State Tax Committee also publishes a register of legal entities, and the statistics authority maintains the Государственный реестр предприятий и организаций (State Register of Enterprises and Organisations), from which data can be requested as a separate portal service.
What Uzbekistan does not publish through the business register is financial reporting or beneficial ownership. Accounting statements are submitted to the tax and statistics authorities rather than deposited in the register for public inspection, and joint-stock companies disclose through the securities-market infrastructure. Information identifying the ultimate owners behind a corporate shareholder is collected under anti-money-laundering legislation rather than published as a searchable public register; no public beneficial-ownership search facility could be confirmed on the official portals at the time of writing. Personal data of founders and directors beyond what is needed to identify the entity is likewise not exposed by the free lookup service.
